As darkness approached, the rescue became more challenging. Matthew Riley, on a nearby cargo vessel, observed the pair clinging to a buoy about 200 yards from their capsized craft. The Coast Guard, Hillsborough County Sheriff’s Office, and Hillsborough County Fire Rescue collaborated to rescue the individuals and their dog, who were then taken to Tampa General Hospital with reported injuries.
